General Summary
Mr. Bynum worked eleven years at NASA’s Jet Propulsion Lab (NASA/JPL) and was a member of the Magellan Space Flight Team that mapped Venus. He later served as senior professional services consultant with ESRI, the world’s leading GIS software vendor, and then as a GIS product manager with Autodesk. Mr. Bynum was a member of the founding engineering team for the venture-funded company NearSpace producing mapping and navigational solutions for handheld devices. As Senior Engineering Architect with the transportation consulting group, bd Systems (a subsidiary of SAIC) with a small team Mr. Bynum developed the www.511.org web site for San Francisco Bay Area Transit.
Mr. Bynum joined Sandia National Labs and the NISAC program in 2005 where he developed the FASTMap tool visualizing critical infrastructure at risk. He also supports network modeling efforts, and nearly all of the DHS real and exercise responses to national emergencies starting with hurricane Katrina.
Mr. Bynum currently, supports NISAC as a GIS expert, software architect and developer, database engineer, and directly supports response analysis for DHS during national emergencies when they arise. Leo’s technical strengths are in complex algorithms development, database engineering, topology, geometry, graphics, GIS, core web service development, and image processing.
Leo has a masters and bachelors degree in computer science. He has extensive customer consulting experience and superior customer interaction skills. Through his broad engineering and project experience he has acquired essential configuration management, project management, and quality control competencies. He is an instrument-rated airplane pilot and aircraft owner. He served on the board of directors for the Aero Association of Caltech, a non-profit organization with over $250,000 in annual revenues, and is currently on the board of directors, chairman of the Membership and Development Committee, and oversees marketing for the USHPA, a non-profit sport aviation organization with over 8,000 members and a $1 million operating budget.
Mr. Bynum occasionally performs as a jazz piano player and recently produced and directed an instructional DVD, Insights of the Keyboard Master, about and with the great jazz keyboardist, Brian Auger which was released in 2004 and remains commercially available.

These analyses are requested and dispatched directly to the DHS Assistant Secretary for Infrastructure Protection and often to DHS Secretary Chertoff and the Whitehouse.

2001–2005 bd Systems, Inc (SAIC subsidiary) Oakland, CA Senior Systems Architect Project Manager and lead engineer for an ESRI business partner building custom GIS software systems for managing transportation and transit systems. Technical lead, senior engineer, DBA and core developer for transit.511.org, the San Francisco Bay Area’s dynamic transit trip planning web site servicing over 150,000 daily requests. Senior Systems Architect for the Regional Transit Information System Project, which managed and maintained all tabular and GIS data supporting the transit.511.org web site. This data center represented many hundreds of routes (bus, rail, etc.) to tens of thousands of locations with millions of scheduled daily stops. This maintenance system is a concurrent multi-user client-server system built on Oracle, ArcSDE, ArcObjects and ArcIMS. Supported GIS consulting projects for CalTrans, SACOG (Sacramento Area Council of Governments), and other state and local agencies for transportation, transit, emergency response, land parcel and other GIS applications.

The technology is delivered via handheld PDAs (Palm Pilots, Pocket PCs, cellular phones, etc.)

Served as ESRI’s lead ArcSDE customer technical consultant for ESRI’s Professional Services Division. Inventor of the sdegroup function, a GIS accelerating technique for ArcSDE. Delivered technical marketing and strategic benchmark presentations and served as instructor for GIS programming and administration. Developed software for numerous GIS applications and products utilizing geometry, graphics, and database technology to manage and analyze vast amounts of spatial and attribute data.
Extensive programming in C/C++, UNIX, Windows, SQL and numerous scripting languages for GIS client-server applications. Projects included RDBMS installation, configuration (especially Oracle), database administration, and optimization for very large data repositories often exceeding one billion records.

Software development team manager for the Magellan Mission to the planet Venus. Responsible for processing and managing four terabytes of radar image data of the surface of Venus. This project mapped 98% of the surface of Venus at 50-100 meter resolution using Synthetic Aperture Radar (SAR), returning more data than all prior planetary missions combined.
Performed image processing and remote sensing application development on space science projects observing the Earth, other planets, and their moons. This system maintains the production of imagery for nearly all of NASA’s unmanned space program, from scientific analysis to press releases. |
